Thanks again for your help. I have now cured the problem, with the help of my
mail providers help pages. Here is a tranlation (french to sort of english).

Your mail account settings appear to be good, and I was able to
connect to that mail server. That problem can be caused over time
by an incompatible antivirus program. Windows Mail is not compatible
with most McAfee and Norton security programs. Those will need to be
uninstalled, not just disabled.
After uninstalling your non-compatible antivirus, download
and install a more compatible antivirus like the free Avast:

Even compatible antivirus programs will need to have their

The error message you included is not a send error, it is a
receive error. So is your problem with sending or receiving?
Also, the error message is missing a sentence or two at the
beginning.
