When I try to open Outlook I get an error message that
says "Outlook has caused an error in OUTLLIB.DLL. Outlook
will now close." I have restarted the computer and
continue to experience the problem. How can I fix this?

My suggestion is to reinstall outlook from the CD. You can just do Outlook
you don't have to do the whole suite.

I have already tried reinstalling outlook.

Try search Microsoft KB for OUTLLIB.DLL - it roduces a number of
articles, one of which may help you. Since there are a number of
details about your situation I don't know that you do, that would be
the best place for you to look for an answer...unless, of course, you
already tried that...

I searched dejanews.com (well, Google groups, but same thing these
days) for the phrase "caused an error in OUTLLIB.DLL", a it returned a
number of articles. One of those may have the solution you are
looking for.

Good luck! It appears that there are a number of ways to possibly fix
it, hopefully one of the methods works for you :)
