Nope, although while upgrading the profile is migrated as well it is good
practise to recreate your mail profiles after the upgrade to remove old
registry keys.

what if this is to a new computer and not an upgrade? how
can i move those accounts automatically?

Not possible and even if possible then you would still be upgrading your
settings, right?
