Dynamic DLs ?

How do I create an ad-hoc DL based on, say, Category and the contents of a
user-created field in my contacts ? I assign a category to members of an
organization I lead. I would like to have separate mailing lists for those
in 4 different municipalities, which don't correspond to mailing address
municipalities. The membership list changes weekly.

Would I be able to do this in VBScript or VBA somehow ? Does anyone sell an
add-in that might help ?

Why not just use a unique category?

Because the need for the specific composition of the DL changes according to
whether our political issues are municipal, county, state, or federal. I
would need a category for each jurisdiction. There are 7 State Senate
districts, 10 State Assembly districts, about 12 municipalities, 5
Congressional Districts, 7 County Legislative Districts. That is just for
this application. I have numerous others. I would like to focus on this one
for specificity, however.
