DVD-RW won't spin inside.

I bought this dvd-rw from ebay and everything works inside the disk but
the disk won't spin. Is there anything to do to fix that or should i
send it back to the sender?
 
How can the DVD-RW beworking inside if the disks do not spin? The unit is
most likely defective.
 
To see where is the problem, in windows or in the drive. put a boot cd in
and reboot using that drive. See if that works.

Dont forget to set the DVD-RW as the first boot device in BIOS.

If the disk won't spin, I don't understand what you mean by "everything
works inside the disk." You should clarify that, but if it won't spin, it
certainly sounds like either something is wrong with it or you haven't
installed it correctly.
