dvd-rom won't read any cd, any dvd or music cd....

I have a toshiba satellite 1805-s254...the dvd-rom will
not read any cd, dvd or music cd...i get the following
error message...

disc is not formatted...

"windows cannot read this disk. disk might be corrupted
or it could be using a format that is not compatible with
windows....

have tried rollback...system restore...to no
avail...HELP...HELP...HELP

You realize that it is entirely possible the drive is defective.
