DVD Drive trouble

My dvd drive wont read dvd and i have a decoder and everything up to date. It can read normal cd-roms, but when I insert a dvd I click on the drive and it says "Please insert disk into drive E:" . If anyone can help me i would gladly appreciate it.

I get the same message and its been a frustrating for me. This has been going on for a yr. now
Some one help !!
 
Oh! May have something to do with the DVD Region.
e.g. Region 1 DVD drive won't run Region 3 DVD disc
