duplicate files after instalation and configuration

Just finished installing and configurng Win XP Home.
Not used yet, and nothing else added.
Used a "power tolls" kit suggested in a reference book on
XP's registry, to scan and clean. "JV16 powers tools"
from "JV16.org"
Found 4150 groups of duplicate files ?!? Most of these in
2 or 3 copies. One of these groups have 26 copies of
the "same"(?) file !!?!!
Is there a safe and simple way to assess which files can
be deleted without impairing the integrity and works of my
installed Win XP Home ?!?
Please advise. Thank you.

Please, explain.
Is it an "install bug", or is it in the intrinsic nature
of XP Home to self generate so many duplicates files
during and after install and configuration ?!?
