"Form Field?"
This term usually denotes a document protected for forms. This is what Word
calls an "online form." Check this in help. For more about online forms,
follow the links at <URL:

If you are using fields inserted using the Forms toolbar, these don't
function properly unless the document is protected for forms. And then, you
probably can't be typing an outline.
When you say you've experimented with bookmarks with no success, I would
need to know exactly what you've done to give you any pointers on what to
change. You repeat information from a bookmark, named, say Topic1 by using a
Ref field:
{ REF Topic1 }. Note that bookmarks are very fragile and typing next to the
edge of one can delete it (although not the text it contains).
