Hello Tom,
If you already have Windows XP installed on your computer your boot files
are NTLDR, NTDETECT.COM, and BOOT.INI. If you then install Windows 98 you
are over writing the boot code on your SYSTEM partition. This does not
allow Windows XP to boot.

http://support.microsoft.com/?id=306559 will give you a clear understand of
what is happening when you create a Multiple-Boot system.
All you should need to do one you have completed the install of Windows 98
is boot from your Windows XP CD-ROM and perform a Emergency Repair. Use the
Manual Repair option and select only the Inspect Boot Sector option.
