is there any guideline in selecting a second video card to add a second LCD
monitor for XP pro?
Do both monitor have to be same size, resolution?

what if the main board has a built-in video card but has only one video
port?

That the video card will fit/work in your machine and both cards can be
active at the same time (hardware restriction in most cases.)

any experience with the HIS 9250 video card? is it reliable for always on
PCs? any heat problem? summer weekend here can reach 35 degree Celsius in
this office

The Radeon 9250 is a low end chipset that supports only up to DirectX 7.
If your requirement is a higher version of DirectX this card will not be
suitable.

I tend to steer clear of cheap cards as they tend to be a lot less reliable.
