Dual ISP's

Hi, I need a little info/advice. I have a 3mb cable provider and all is
working well, but my apartment building just put in free wireless internet
for the entire building, but it isnt very fast, but it also doesnt cut out on
me like my cable does. Is there a way i can automatically switch from one to
the other when one of them goes out, and back again when it comes back online?

make any sense?

Nope, a wired connection cutting out and a wireless not ?
 
yeah, i think my modem might be going out, but the cableo provider says
everything is "F.I.N.E."
