so ok I'm running XP pro and vista ultimate but having 2 copies of 3d
studio, Maya, Photoshop, ect. is getting pretty annoying so question
is if I reinstall say Photoshop in XP then reinstall Photoshop in
vista in the same location will both operating systems be able to run
it.

Yes, but generally not advised. There are several reasons, among them
the potential for incompatible file versions of the same name for their
respective OS's. Another is the problem that removing the application
from one OS will invariably destroy the folder, rendering the application
non-operable for the other OS. The ideal situation would be to do the 2
installations but share a common data, working, etc., folders. A custom
install of the application would afford the most flexibility for access
to these.

That is a technique that works in multi-booting XP versions. Whether it
will work for those programs in Vista I don't know. This is a Vista issue,
and should be posted to a Vista newsgroup such as
microsoft.public.windows.vista.general.

Additionally, why don't you try and see what happens, then report the
results back to the vista.general newsgroup for everyone's benefit?
