Yikes,

I messed around with my hard drives and lost the boot block - I have a dual
boot WinMe and XP system.

I managed to get a boot block back by fdisk /mbr and after doing sys c: as
well I can boot into ME ok.

However I dont get any option to boot into XP anywhere. Will I fix this from
the recocery console of XP?

If all the files are still on your C: drive. going into Recovery Console and
running commands like Fixmbr, Fixboot and Bootcfg should help you get back
to an operable state.
Basically what happened with your approach is that you recreated e new
Master Boot Record containing references to IO.SYS and MSDOS.SYS (the
foundation for Win9x and ME style windows). So now there is nor more
reference to NTLDR (and BOOT.INI from there) giving you the dual boot
choices you had.
So if all your files are still intact the recovery console approach will
help getting the NTLDR route re-established.
