No,

The End User License Agreement for Windows XP allows for one install to one
PC per license.
If you wish to dual boot a PC with Windows XP twice you re required to
purchase another license for Windows XP.
I have copied the relevant section from the EULA below.
You may also view the EULA your self by clicking the link on Start ... Run
.... winver
1. GRANT OF LICENSE. Microsoft grants you the following rights
provided that you comply with all terms and conditions of
this EULA:

* Installation and use. You may install, use, access,
display and run one copy of the Product on a single
computer, such as a workstation, terminal or other device
("Workstation Computer").

The section of importance is "... You may install ... one copy of the
Product on a single computer ..."

I have activated my copy like ten times with no problem. And
I have done this over the past couple years, as well as within
the same week when I was having problems with a hard disk.
