Does anybody have links for Daylight Savings Time and how it affects the
..NET framework - in light of the new regulations around DST being
implemented in the US?

Good link. I recently rewrote a windows service that had severe
problems including the handling of DST transitions. I used the best
practice of storing and calculating all times in UTC. That eliminated
most of the date/time problems the application had.

Another strategy we used was a calendar table in the database. They
are incredibly useful for doing arbitrarily complex date/time
calculations not to mention the obvious usefulness of storing time
related data.
