DST in 2007 part duex

I have Windows-based products at several customer sites that are
time-critical (i.e.; they control TV broadcast devices). Because of their
criticality, they are not exposed to the Internet and do not receive Windows
updates. The changes to US time zone entry and exit dates need to be made
shortly after the next exit (October 29, 2006). How can I get
patches/updates to my customers in this time frame? Can I get updates for
NT/Windows 2000/Windows Server 2003/XP-Pro?

Otherwise, if updates are not in time, does anyone know of a simple way to
change existing entry/exit dates? (I can't find tzedit.exe on my PC - does
it take admin priviledges?)
 
It sounds like you are talking about daylight saving vs. standard time. This
is not a time zone change.
Just a change within the time zone. If the PCs are not on any sort of
internet or LAN connection, I'd think that the time change would be done
manually, or via the semiautomatic windows automatic daylight saving vs.
standard time change.

To us, time zone entry and exit is something that a traveler might be
involved with.

You can usually download the patches from Microsoft. There is a patch set
intended for use by LAN administrators that is downloadable without running
and installing the patch set. The LAN administrator then uses the patch set
copy to patch PCs over the LAN or manually.
 
It is a change in DST entry/exit dates for all US time zones as of 2007. For
all US time zones, Windows automatically changes from DST to Standard on the
last Sunday of October (DST exit) and changes back to DST (DST entry) on the
first Sunday in April. Thanks to the "Powers that Be", starting in 2007, DST
entry will be the 2nd Sunday in March and DST exit will be the first Sunday
in November (expanding DST by ~ 3 weeks). So all PCs will need to know to
"spring ahead" on March 12th and not on April 2nd, for example.

Most likely closer to the date...

Note that a recent timezone change for Australia was pushed out via Windows
Update/Microsoft Download Center. I'd expect the same for the US Time zone
change as we get closer to that date.
 
Changes pushed from Microsoft don't help when computers aren't connected to
the Internet, which is sometimes the case for critical equipment. I need the
change immediately following the next DST exit (October). Do you know of a
way to get something like this out of MS?
 
I also need the change following the next DST exit for multiple MS operating
systems (2000, XP, NT etc). I also need to know if there's going to be some
patch available from microsoft for the MS JVM application for the same
daylight saving time change starting March 11, 2007. Or am I asking for too
much?
