Dropdown list in a locked cell

When a cell, with a dropdown list in it, is locked, why does it let you
select the down arrow and make a selection only to then tell you that the
cell is locked?

Is there a way to lock the cell with the dropdown in it and not let you
click down and make a selection? My validation list is complicated and I'd
rather not put it into code.

Thanks in advance.
 
maybe put a red border around it to remind people not to click in it.
Or in the cell next to it enter: Don't click on this cell==>
 
Tools>Protection>Protect Sheet.

Uncheck "select locked cells" so users cannot select that locked cell.
