"Application-specific Registry data capture and restore". This tool
will record new Registry entries (and new system files) added by an
application's setup program, and restore such data when, for example,
Windows is freshly reinstalled. So, the end user won't have to
reinstall the application.

Advanced features include: modify system/application path strings in
such extracted Registry data in order to reflect changes to the actual
system/application path; create stand-alone "Registry Data Installers"
that allow the end user to choose parameters like system/application
path and install the contained registry data, for example, a "Visual
Studio 2005 Registry Data Installer". This will remove the end user's
need to keep an entire Visual Studio 2005 setup program on his hard
disk. And such "Registry Installers" are supposed to be freely
downloadable online.

Involved techniques can be learned from existing free tools such as
RegMon.

You might want to thank Novell for coming up with the idea years ago.
It's called SNapshot.
