Drop-down window transparent, making text very hard to read

I use WINXP, and OE 6.x.
When I am on a web page like MSNFN and want to use the drop-down window, it
comes up as a transparent window and I see underneath the main page. That
makes it very hard to read the information of the drop-down windows.

I did not have that ever before and wonder what I may have inadvertently
changed.

I did like at properties of the desktop and the various options there, but
it must be somewhere else.

Is this just on a few select web pages or consistently throughout your
software?

Some web pages are built that way and there's not much you can do about it.
If you have installed the WinXP Power Tools, you may have turned it on for
your system in there.
 
It seems to be the case on CNN type pages. CNNBC, CNNFN, etc.

I do not understand your second observation. Could you please elaborate?

There are no menus that drop down on the CNN home page. The MSNBC pages
have menus that open up from the left side of the screen, these menus are
normally NOT transparent.

My second suggestion was that IF you had installed software called the
WindowsXP Power Toys, there is a setting that creates this effect.
 
Yes, you are correct. I have Power Toys installed but can you PLEASE tell me
WHERE in Powertoys that can be changed?
