Drop Down Menu Limitation

I have a user who would like to place 40 different medical diagnoses in a
drop down menu in a Word Form. The proglems is that Word limits it to 25
items (diagnoses). Anyone have another idea on how this might be
accomplished? Thanks.

Use a "real" web authoring tool, i.e. FrontPage.
