Driver IRG not less or equal

I have a custom built PC that has a P4 2.0 GHz, 512 MB PC
2100 DDR Ram, 32 MB TNT2 Nvidia Graphics card. I keep
getting a blue screen with the statment - Driver IRQ not
less or equal. How can I get rid of this error message.
I have replaced the motherboard, the video card, and the
ram and still have the same problem.

What is happening when the crash occurs? is this happening during setup of
the OS? If so, is this a clean (format) install or an upgrade? Here are some
