My understanding is that the 'dreamscape" capability is only available on
Ultimate, correct??

You mean DreamScene ?
Yes it is an Ultimate Extra - an added value add on for Ultimate users, you
pay more, you get more.
 
If you mean "Dreamscene" which is animated background then yes its only
available to Ultimate users I'm affraid.

Third party programs do exist to add similar features though to non-Ultimate
Vista's

The 'capability' of Dreamscene is in all retail versions of Vista. The
'availability' is only for the Ulitmate version.
