Outlook 2002.

I work in an office on a network. Can one user be given access to another
user's DRAFTS folder. Access has been given to the Inbox, Calendar, Tasks,
etc., but user is unable to access the drafts folder to complete the other
user's draft e-mail (access was given through Tools, Options & Delegates, as
well as on the server).

Yep....
To see any folders other than the defaults you see in file | open | other
user's folders, you'll need to grant the delegate at least 'reviewer' rights
to the root of the other mailbox in Outlook. Then in the delegate's Outlook,
go to the properties of the Exchange server service, advanced tab, and add
the other mailbox there - it will now show up in their folder list.
