I keep getting a setup error when trying to download windows XP SP1
(drivers\atapi.sys... in use or open with another app Please Help.

You should download and install SP2 in lieu of SP1:

"Copy Error: Setup cannot copy the file Atapi.sys" error message when you try
to install Windows XP Service Pack 2
