Downloads Stop

I'm running XP Home SP2 and am experiencing random stops of downloads to
include streaming video from web sites. The problem is persistent when
downloading large AVI, MPG files or streaming video and it stops at
intermitent times. I might get 5 MB one time and on retry get 43 MB before
it stops. I use a cable modem and generally get around 1 MB per second
download speed. This problem existed before SP2 with IE and I just
downloaded and installed Netscape 7.2 with the same results. Anyone have an
Idea or suggestion for this issue? Much appreciated.

Bad network card (nic)?
Bad ethernet cable?
Bad cable modem?
Bad router if you have one?

When troubleshooting, make one change at a time and test.

Or bad ISP server, heavy traffic, other users on the cable
head-end, sunspots.
