Downloads even when Outlook not open

When I'm away from my computer, I like to collect me email with my cellphone. But now thatI've moved from Outlook Express to Outlook, email gets downloaded to my computer (if on) even if Outlook (2003) is not open. Other than turning the computer off, how else can I prevent messages from downloading.
 
Not possible.
Outlook must still be running. It cannot collect mail when it is not
running.
