I have no ideal what that means
Do I need to buy something else to download a web page to a cd ? I have windows xp standard verison with a student version of office xp.

Uh, you need to have CD burning software. Rather than saving the page
directly to CD, just save it to a folder on your hard drive. Then, using
your CD burning software, burn the folder to the CD.

Download it to a temporary place on the hard drive and burn(copy) it to the
CD.
You also may want to try saving the web page (if it is a single page, not a
site) as an MHT file. In Internet Explorer, choose File -> Save As.. In
"Save as Type:" choose "Web Archive, single file" and give the file a name.
This takes all graphics/text/etc and puts it on one file instead of seperate
ones.
