downloading problem

Maybe it's because the time or time zone is set incorrectly.

I have an Internet website. Sometimes downloading a new file from my site
(especially an exe) ends up with the old file. I tried deleting the cash
files from IE options but nothing helps - only downloading from another PC.

Can someone advise please?

You're set for +0200 GMT. I have no idea where you actually are. ;-)
I'm -0700 in Colorado, USA.

Double click on your clock on the Taskbar.
Click the Time Zone Tab.
In the box above the map, click the drop-down arrow and then click your
current time zone.
