Download Panel has Disappeared

A highly skilled user from my user community has reported that the
download panel no longer appears when downloading or trying to
download a file from the Internet.

I've searched Google, Yahoo, MSN and can't find any method for
reactivating the download panel.

I don't know whether it's an Internet Explorer, Windows Registry, or
some other feature or control.

Does anyone have an answer or advice? Thanks.

Open Windows Explorer and go to Tools | Folder Options | File Types.
Scroll down to the file type in question and select it.
Click Edit or Advanced, depending on your Windows version.
Check the box for "Confirm open after download".

But my concern is not with a panel displaying at the end of a download
process.

My concern is that when the user tries to begin the download, he's not
given a choice of downloading the file or opening the file
immediately.

That panel no longer displays.

How can I re-set that panel to its normal behavior?
