No it is not a spam. You get serial numbers whatever they may be for:

If it's not spam, then you're implying it's legitimate. Which of course
isn't possible.

If that's the case, then please download it and install it, then tell us
about the experience.

earlier: You DID pull this from another place, and posted it here with
"re: ... ", didn't you Pa?
THIS is the origin of this thread on .general, isn't it?! So, you
didn't x-post it, you multi-posted it!! And no, the original didn't
just "fall off" the listing at my server. I've gone back several months.
This makes me think YOU are that spammer, OR someone has posed as
you, which isn't the case or you'd have said so by now. I am going to
turn a crawler loose to find the source of the post you made, IF it even
exists on any group and that's not your own site referenced there,
living on Netfirms' servers, beware because you will be included in the
piracy report to MS.
So if I were you I'd either give the source of that spam so we can
properly use it in the LARTs, or stand by. Not a threat, just a simple
statement of fact. I've already reported to the server admin with a
promise to return if/when I get the source. Oh, and that site IP, not
Netfirms.com, is listed on blocklists too, for what it's worth so it
appears to be doing more than just spamming newsgroups.

It may have come from there, but it's very unlikely that was the
original source; those places are simply used to relay. I agree it's
pretty unlikely the actual source will ever be discovered. Either pa
resurrected an extremely old post to reply to, or he initiated the post
about it, making it appear as a response to it. I've been back three
months + in the archives and it doesn't exist on this newsgroup. Too
much hassle to go further.
So there was nothing that "fell off" prior to that posting unless
the complete text of it and the Subject were modified so it couldn't be
searched for. It looks like pa decided to play around with people's
minds, whatever the background because his is the first reference to it
in over three months. Or he pulled it from a totally different
newsgroup, crossposted, and then followed up, but there is no evidence
of that either. There are probably other possibilities too.

Read the whole message----definitely Chinese.
