Don't want RD users to be Admins - log off problem

I have a PC that is setup for RD. I want people on the road to be able to
access this PC, but I know they are not going to disconnect properly. They
are either going to just shut off their remote PC's connection abrubtly or
they are going to go to "Start -> Disconnect" instead of "Start ->
Settings -> Windows Security - Log Off" and this will cause their session to
remain open.

If only one person with user or power user priviledges was using this RD it
would not be a problem because they could unlock their own session but my
problem is when USER1 does not do a full log off, USER2 can't log on unless
they are an Administrator on the PC.

I don't want the users to be Administrators if I can help it so I was hoping
for a little advice on how I could either force a full logoff of the user
after a certain number of minutes of inactivity or if the connection is
broken. Basically, I don't want programs to continue to run if the user
choses to disconnect or the connection is broken. I don't care if they
loose work because of the forcable log off.
 
FYI - I did try the WinExit screen saver, however the screen just goes
black. It does not force the log off for some reason. When I am
configuring the WinExit screen saver and test it, it works, but not when it
triggers on its own.
 
There some Group Policies that you can configure to solve your problem. Go to "Start -> Run" and
type gpedit.msc at the command line. Navigate to the "Local Computer Policy -> Computer
Configuration -> Administrative Templates -> Windows Components -> Terminal Services -> Sessions".

These settings look like they are only for Terminal Server. I know RD is a
mini Terminal Server, but do these settings work if I just have RD.

Also, do I set these settings on the client machine or the machine running
RD.

You need to set those on the host RD box.
