Domain security policy problem

We loaded hisecws.inf in the domain security policy per accident now we
loaded basicws.inf but still on the winxp client de scardsrv service won't
start (access denied) what can we do?

GPupdate.exe replaces secedit's refreshpolicy option for XP clients:
http://support.microsoft.com/default.aspx?kbid=298444

You might also consider using compatws.inf to replace the basicws.inf policy
once you are back on track.
