Does XP have a menu bar

Windows 98 enabled a menu bar where I could stash icons for
quick access to anything I could shortcut.

The bar was titled microsoft.exe in '98. Does XP have it
and how to I activate it?

Not quite sure what you want, but perhaps the XP Quick Launch area on
the Taskbar? If, so, right-click on the task bar and choose Properties,
where you can then click on Show Quick Launch.

Right-click the taskbar, choose toolbars-->quicklaunch.
