Does Windows Firewall prevent me making Outlook 2003 default

I have Outlook Express and am trying to make Outlook 2003 my default email.
It all sets up OK, but the Outlook test messages are still going to Outlook
Express. A friend has suggested that the Firewall is preventing the Outlook
action. How do I change defauly emails totally to no longer use Outlook
Express

Go to Internet Explorer | Tools | Internet Options | Programs...set the
default e-mail program to Outlook.

Are the test messages going to OE because it's open? Close OE and the
messages will go to Outlook!

If you don't run Outloko Express or you remove the mail account in Outlook
Express, Outlook Express can't receive the message.

Your friend doesn't know what s/he is talking about.
