Is Win2000 designed for true multiuser capability? Does it support having
several users log on under different usernames? Or must I go to XP?

I want to install Child Control software from http://www.salfeld.com which
regularly failed with Win98 because Win98 is not designed for multiuser
logins.

There is no home version of Windows 2000. Only professional, and of course
all of the server versions.
