Does the form handler in FP2003 block or encrypt the email address from someone doing a view source on a web page? Or is it like FP2002 where the email address is in plain site?

FP2003 uses the FP2000 or FP2002 extensions, so it is the same.

No.

Yes.

If you want to hide your e-mail address, you have a
choice of coding the page in ASP or ASP.NET, or using a
third-party form handler.

I don't know if it'd work but after creating the form you could replace the email ref with an encoded one like here:
http://www.hiveware.com/enkoder_form.php

bummer!
I thought fp would overwrite it if you accessed "forms properties" but what
can you do....use asp and cdonts i guess. ;-)
