Does Outlook 2003 have a Newsgroup readers?

The help file seems to suggest that it can be added by customizing the Go
menu, but when I do that, there is no command for a News reader in the list.
Was this something that I should have installed with Outlook and missed?
 
Click on category GO and scroll to nearly the bottom of the list of commands
and you'll see NEWS.
 
I also have Office 2003 and do not see a newsgroup reader. Is this
something that is not part of 2003 Small Business Edition or is it something
that needs to be installed separately?
 
No. You probably just aren't configured correctly.
To get the News command back, go back to the Programs tab in Control Panel |
Internet Options and change the default newsreader to Outlook Express. If
OE prompts you to make it your default newsreader the next time you launch
it, clear the "Always perform this check..." box and then click the No
button.

Outlook doesn't read news. It launches OE for that.
