Does not have privilege to install software

I'm using XP Home. I'm the only user of the PC and have administrator
credential (supposedly). When I installed an application, it reported that
"Error 1303: The installer has insufficient privileges to access this
directory: C:\documents and settings\All Users\Documents". Through the
Control Panel, I checked I have the administrator rights. Has anyone come
across this problem? How to fix this problem?

Thanks for your help.

I followed those tips pages but could not get the "Security" tab to appear.
My OS is Windows XP Home. May be it is the restriction of XP Home.

Anyway, logon as Administrator in Safe Mode provides the "Security" tab that
lets me fix up folder access permission errors. Not sure how the access
permission of the folders under "All users" got wrong. Now I can install my
application OK. Thanks.
 
Great, I'm glad you were able to resolve it!. Yes for XP Home you have to
boot into safe mode and login to the built in Administrator account. Thanks
for posting back with the results.
