Does Google Desktop permanently delete files?

I use Google desktop to find files web pages etc. that I do not want
on the computer. The program allows you to delete them but is it a
total delete and they are gone for good?

Delete is delete - it's the same WinAPI, whether you do it from
Windows Explorer or the Google Desktop calls it. Are you asking
whether the programs will undelete themselves some time in the future?
Or whether an undelete program can find them? Or what, exactly?

When a file is deleted in Windows and the Recycle Bin has been emptied,
Undelete software can easily recover the file. The only way you can
truly guarantee data security is to use what is known as a File
Shredder. File Shredding software has the capability to destroy files
beyond the capability of data recovery.
