Does Due By Reminder work for emails in folders vs general inbox?

I have tried several times to use the Follow Up Reminder "Due By" function
for flagged email messages. The reminder seems to work only if the flagged
message is left in the general inbox and doesn't seem to issue a pop-up
reminder if filed in an Inbox Folder. This is inefficient as you can't clear
your emails out of the general inbox into folders until the reminder date and
the time when you want to deal with the issue. Does this function work within
folders and if so what steps does one need to follow to get the reminders to
issue from Inbox Folders?
 
Reminders only pop up from Inbox, Calendar, Contacts and Tasks. In all other
folders the items just turn red when the reminder fires. If you are using
Outlook 2003 you can use the For Follow Up search folder to view all flagged
emails but only emails. In order to get reminder pop ups from other folders
you'd need a 3rd party addin, Outlook won't do it on it's own.

For Outlook 2007 you can get reminders from other folders, but not earlier
versions.

I have Office 2007 installed and it will not let me attach reminders to
messages that are not in the INBOX. Is there a config button that I missed?
Do you know of a work around?
