Outlook 97 and 98 definitely don't support read-receipts (the Internet
standard for read-receipts didn't exist when they shipped). I forget
whether Outlook 2000 suports them - but I think not, for the same reason.

Actually, Outlook 97 (and I'm pretty sure 98) supports read receipts under
these circumstances:

a) When the recipient is using Exchange

b) When the message is received via the Internet in rich-text format.

Outlook 2000 supports them in all cases, IIRC.

In addition to the other replies - note that the recipient's server, or
client, may be
configured not to send read receipts. Many people find them intrusive and
block them - I'm one of this number.

I was using outlook 2000 and I was always able to get a read receipt from
the people I emailed but with outlook 2003 I cant seem to get one.

Probably because more people realize how pointless read receipts are (they
don't really tell you anything meaningful) and instruct their mail client or
server not to return them.

What email client are those people using? I'm really not that familiar
with Outlook 2000, but there were several non-standardized ways for doing
read-receipts over the Internet before read-receipts became standardized.
It may be that both Outlook 2000 and the people you're mailing to used one
of those non-standard mechanisms and that Outlook 2003 no longer uses it.
