Document toolbars overriding personal settings

Hi All:
In Office XP, (Word) if an individual sends a document
with unaccepted tracked changes, a "Reviewing Tpoolbar
appears on the recipient opened document. The recipient
can delete the AdHocReveiwCycleID (In Word, File -
Properties->Custom), which will turn that off, but when

the recipient reopens Word again, their New document still
shows the "reviewing" toolbar. It's overriding what each
individual has on their toolbars and adds the "Reviewing
ToolBar" to each recipient that happens to open that file.
We cannot find any instance in the knowledge base to
correct this situation. Can anyone help? I don't believe
that Toolbars are part of Normal.dot, and I cannot find a
help file for keeping the toolbars from being changed.
