Do programs stay with re-install

While removing my "classic phone tools" s/w, my computer hung up. When I
aborted the de-install, I received info popups about windows files being
deleted or something along that line. I inserted my XP disk to reinstall
those files per the popup recommendations, but it said it was not the right
disk (but of course it was). I then rebooted the computer and now, I cannot
boot in. I received the message about files missing, but worked to reinstall
them but now have an error that says "load needed DLLs for kernel". I am at
the point it seems I need to reinstall XP, but I am worried the programs I
have installed will be available. Many are very important to me and I hope
they would exist after a reinstall. So, would they??

Option 1

How to use 'Last Known Good Configuration' if 'System Restore' fails or you
can't boot computer

* Start the computer > continually press F8 > Windows Advanced Options menu
should appear
* Using the arrow keys, select 'Last Known Good Configuration' > Enter
* If a Boot menu appears > using the arrow keys, select 'Microsoft Windows
XP' > press Enter

How to run 'System File Checker'

* insert Win XP CD
* Start > Run > type sfc /scannow (note space between sfc /), click OK
* Scan should begin verifying files are in place & not corrupted

Option 3

Windows XP Repair Install

* Insert WinXP CD, reboot the computer

When you see the "Welcome To Setup" screen, you will see the steps below:

(1) - To setup Windows XP now, press ENTER
(2) - To repair a Windows XP installation using Recovery Console, press R
(3) - To quit Setup without installing Windows XP, press F3

Choose Step 2 (Recovery Console, press R):

Option 1 does not work. Istill receive the message "load needed DLLs for
kernel".
How can I do option 2 without being in windows?
For option 3, I enter "R", select "1: C:\WINDOWS then press enter when the
password query comes up. I am then left with the "C:\WINDOWS>" prompt. I type
help and a list of commands come up, but I am lost as to where to go from
there.
Any further help would be appreciated.

I tried this, but now when it boots in, just past the first "starting
windows" screen, the screen goes blank (normal) then some text flashes on the
screen and the PC reboots.
I am not sure what to do next.
Now it gives me "the following file is missing or corrupt:
\WINDOWS\SYSTEM32\CONFIG\SYSTEM".

I tried the method given to me by "unk" before your post. It worked to a
point. It would begin to boot in and then reboot again after flashing some
text on the screen so fast I could not see it.
I then tried your Option #1 but now I receive "the following file is missing
or corrupt \WINDOWS\SYSTEM32\CONFIG\SYSTEM".
I am not sure how to do option 2 and am not sure how to proceed with option 3.
Any further help would be appreciated.
