Do Not Download From Server

I used the "Do Not Download From Server" rule in Outlook Express but cannot
find it in Outlook 2007.



I have a POP3 account which different people use. In outlook express I used
the rule "Where the To or CC line does not contain '(e-mail address removed)' Do
not download it from server ".
 
That option doesn't exist in Outlook since the Rules Wizard kicks in after
the download not before so by then it's too late to not download.
 
and is there a solution somewhere ....
