Do followup flags work for message not in the Inbox, if yes how

I am having trouble with Followup flags that they only seem to work in the
Inbox. Can they be used else where?
 
Unless you are using Outlook 2007 or 3rd party software items with reminders
will only turn red in folders other than the Inbox, Calendar, Tasks and
Contacts folders when the reminders are due.
