Perhaps.
Provide the relevant email software involved. Will the recipient also be
using Outlook?

Is there a way to send a DL from one computer over email to another?

Try this. Create a new PST (File>New>Outlook Data File) and create in it a
new Contacts folder (File>New>Folder, making sure the "Contact Items" value
is selected in the drop down). Open your own Contacts, right-click the DL
and choose Copy. Specify the new Contacts folder as the destination. Click
OK. When the copy completes, close the new PST (right-click>Close) and stop
Outlook. Rename the PST, giving it a file type of, say ".ps_". Start
Outlook and mail that file as an attachement. At the other end, save the
attachment, rename it to ".pst" and open it in Outlook with
FIle>Open>Outlook Data File. Open the COntacts folder it contains and copy
the DL to the main Contacts folder.

Now, I haven't tried this, but I think it should work.

It would, but it's a lot of work.
If both users are using Outlook, one need only insert the DL as an Outlook
Item in an RTF message and hit Send.

D'oh!

Both use OL 2003.

So Russ, you just insert it into email as an OL item? Can you elaborate a
bit please?

Create a message in RTF format.
Click the attachment icon (paperclip) dropdown > Item...
Browse to the DL to insert it.
Hit Send.
