How do I get the plus sign to appear in the To: line when I address a message
using a distribution list contact? I want to be able to expand the list to
allow me to remove those names I don't want the message to go to.

You have to be using Outlook 2003. That ability was not present in earlier
versions of Outlook.
 
If you are encountering this on all your distribution lists using 2003 on XP
and doing the Office repair does not work what is you next step?

Force a name resolution of the DL and see if that makes a difference. Begin
typing the DL in the recipient field. If the autocompletion cache pops up
and shows you the DL, select it with the down arrow key and press Delete to
remove it from the cache. Finish typing the DL name and press CTRL-K. It
should underline and acquire the plus sign.

If you double-click the underlined name, what do you see? Is the contacts
folder holding the DL the first or only contacts folder the address book is
configured to use for resolution?
 
If I double click the DL the list of member names and their emails appears.
What I clicked on is one of many distribution lists that I have . I am not
sure what you are asking for in your question. Please clarify.

Please clarify.

You said that when you compose a new message and enter the DL name, it
resolves so that it underlines. Once this happens, double click the name.
What do you see?
 
When I double click it brings up the list of members. But I have determined
what was causing the problem for future reference. Somehow my Outlook had
changed to an offline mode and as soon I went to File, Work Offline and
toggled back online the problem disappeared. Hope this helps someone else,.
