Distributing ASPNET_SETREG.exe

I'm using this application to encrypt my impersonation credentials for
ASP.NET applications.

Does anyone know if this application is freely redistributable, as I
would like to include it in my product installation so I can configure
the impersonation details on the fly.

I would say yes, considering that there is no download page for it (the
KB article I saw has a direct link to it).
