Displaying Outlook toolbar in Excel

I have an old Excel workbook -- when I open it, it has an Outlook toolbar
indicating

To:
cc:
Subject:

However, when I open a new workbook, it's not there -- how do I access the
toolbar to turn it on or off?

Click on the E-Mail icon in the standard toolbar and save the file
